DC is one of the most beautiful cities in the world at night.  The lighting is wonderful and it does get cooler at night!

Cindy- what a great tour.  When we lived in Leesburg we took our out-of-town friends to DC at night to celebrate his birthday.  I got a car and had the driver take us around just to see the monuments at night!
